A partir de la década de los años 30´ el Estado comenzó a cobrar una singular relevancia y participación en todos los órdenes de la vida pública de la Argentina, injerencia que hasta entonces se había circunscripto a una limitada cantidad de cuestiones. El peronismo entre 1946 y 1955 profundizó esa intervención, a la vez que la dotó de nuevas connotaciones, inspiradas en los principios de independencia económica y justicia social, en el marco de una también sustancial renovación de la vida política acaecida con la incorporación de los trabajadores como nuevos actores políticos. Se ha destacado en varios estudios sobre el período (Berrotarán, Campione) que esa intervención estatal devino de una previa y elaborada planificación, resultante de organismos técnicos profesionales que formaron parte de los equipos redactores de los dos planes quinquenales que el peronismo presentó como programas de gobierno. No obstante, el análisis pormenorizado de aspectos específicos de las políticas públicas del peronismo pone en cuestión el hecho que efectivamente las mismas resultaran de las planificaciones “técnicas” referidas, a la vez que las pone en diálogo con el cambiante curso de la vida política y con las limitaciones y obstáculos materiales que se presentaron a lo largo de los diez años de la experiencia de gobierno. bien prácticamente todas las políticas públicas tuvieron una sustancial reorientación a partir de 1946, en determinadas áreas las mismas adquirieron una particular dimensión y, en consecuencia, ellas son motivo de investigación en este proyecto. Desde esta perspectiva general, que procura analizar la trayectoria e implementación de las políticas estatales en correlación con las planificaciones propuestas por el gobierno en las áreas de educación, vivienda y urbanismo, ferrocarriles y, ciencia y tecnología.

Beginning in the 1930s, the State began to acquire a unique relevance and participation in all orders of public life in Argentina, an interference that until then had been limited to a limited number of issues. It has been highlighted in several studies on the period (Berrotarán, Campione) that this state intervention came from a previous and elaborate planning, resulting from professional technical agencies that were part of the drafting teams of the two five-year plans that Peronism presented as government programs. However, the detailed analysis of specific aspects of Peronism’s public policies calls into question the fact that they actually resulted from "technical" planning It also puts them in dialogue with the changing course of political life and with the limitations and material obstacles that arose during the ten years of government experience. well practically all public policies had a substantial reorientation from 1946, in certain areas they acquired a particular dimension and, consequently, they are reason for research in this project. From this general perspective, which seeks to analyze the trajectory and implementation of state policies in correlation with the plans proposed by the government in the areas of education, housing and urbanism, railways and science and technology.
