Sustentabilidad y residuos : El rol de la universidad en los procesos de reciclaje con inclusión social

En 2013, la autoridad ambiental de la provincia de Buenos Aires (Organismo Provincial para el Desarrollo Sostenible [OPDS]) dictó las resoluciones N° 137, 138 y 139. Estos instrumentos normativos sirven como marco para promover acciones tendientes a maximizar el recupero de los materiales reciclables y disminuir el volumen de basura enterrada en los rellenos sanitarios administrados por la Coordinación Ecológica Área Metropolitana Sociedad del Estado (CEAMSE). Se estableció así que los grandes generadores de residuos desarrollen planes para diferenciar sus residuos y se encarguen del transporte y tratamiento de la fracción reciclable. Estas medidas reconocen explícitamente a las recuperadoras urbanas y los recuperadores urbanos, quienes se nuclean en cooperativas u otras formas organizativas, como prestadoras y prestadores de servicios a dichos generadores. El proyecto apunta a conocer y analizar el grado de avance y las dificultades encontradas durante la implementación de dichos instrumentos de política. En referencia a dos de las líneas específicas de la presente convocatoria, el proyecto plantea los siguientes objetivos generales: por un lado, profundizar la sistematización y el desarrollo de conocimientos relativos a la organización de cooperativas de recuperadores, las vinculaciones con los grandes generadores, entre sí, con las políticas públicas y con el mercado. Por otro, contribuir, desde la universidad pública, con el fortalecimiento organizacional y técnico de las recuperadoras urbanas y los recuperadores urbanos, para mejorar sus capacidades de gestión, sus condiciones y medio ambiente de trabajo, y promover articulaciones entre las distintas cooperativas que ejercen su actividad en la Región Metropolitana de Buenos Aires.

In 2013, the environmental authority of the Buenos Aires Province (Provincial Agency for Sustainable Development -OPDS) issued resolutions No. 137, 138 and 139. These normative instruments serve as a framework to promote actions to maximize the recovery of materials recyclable and reduce the volume of garbage buried in landfills administered by the Coordination Ecological Area Metropolitan State Society (CEAMSE). It was thus established that large generators of waste develop plans to differentiate their waste and are responsible for the transportation and treatment of the recyclable fraction. These measures explicitly recognize urban recyclers, nucleated in cooperatives or other organizational forms, as service providers to these generators. The project aims to know and analyze the degree of progress and difficulties encountered during the implementation of these policy instruments. With reference to two of the specific lines of this call, the project has the following general objectives: on the one hand, to deepen the systematization and development of knowledge related to the organization of recuperative cooperatives, linkages with large generators, among themselves, with public policies and with the market. On the other hand, contribute and give an account from the public university to the organizational and technical strengthening of urban recyclers, seeking to improve their management capacities, their conditions and working environment, and promoting articulations between the different cooperatives that operate in the Metropolitan Region from Buenos Aires.
